The UAE's cybercrime laws are among the most expansive in the world, criminalising online behaviour that is perfectly legal in many other countries. A single WhatsApp message, a negative online review, or a social media post can result in arrest, imprisonment, and deportation in Dubai.
Al Adl Legal's specialist cybercrime lawyers are part of our wider team of criminal lawyers in Dubai advising both victims of online crime and individuals accused of offences under Federal Decree-Law No. 34 of 2021. If you are facing an investigation related to online activity, act immediately.
Do Not Delete Anything
If you have been notified of a cybercrime complaint, do not delete messages, posts, or any digital content. Deletion after a complaint is filed can constitute evidence tampering. Call Al Adl Legal before taking any action.
Online Defamation and Insult
Publishing or sharing any content online that insults, defames, or harms the reputation of another person or organisation is a criminal offence including on WhatsApp, Instagram, Facebook, TikTok, X, and review platforms. This applies to posts made from outside the UAE if they target UAE residents.
Hacking and Unauthorised Access
Accessing any electronic system, network, website, or device without authorisation even if no data is stolen is a criminal offence. This includes accessing a former partner's phone or a previous employer's email without permission.
Online Fraud
Using electronic means to obtain money, property, or information through deception carries up to 10 years imprisonment and fines of up to AED 3 million under UAE cybercrime law.
Privacy Violations
Capturing, storing, transmitting, or publishing photographs or videos of a person without their consent including intimate images is criminalised with severe penalties. This includes sharing images originally shared with you in private.
Content Against UAE Values
Content that contradicts UAE public order, morality, or Islamic values including criticism of the government or public figures can constitute a cybercrime. This is a particularly important consideration for expatriates unfamiliar with UAE legal boundaries.
| Offence Type | Typical Penalty | Expat Risk |
|---|---|---|
| Online defamation / insult | Up to 2 years + AED 500,000 fine | Deportation possible |
| Hacking / unauthorised access | Up to 3 years + AED 1M fine | Deportation likely |
| Online fraud | Up to 10 years + AED 3M fine | Mandatory deportation |
| Privacy violation (images/video) | Up to 6 months + AED 150,000 fine | Possible deportation |
| Content against UAE values | Up to 1 year + AED 500,000 fine | Deportation likely |
The majority of cybercrime prosecutions we handle involve WhatsApp messages, social media posts, and email communications. Key facts every UAE resident and visitor must know:

Do not respond to the notice without legal representation. Contact Al Adl Legal immediately. Do not delete any messages, posts, or digital records. Our lawyers will assess the complaint and advise on the best response strategy.
